Why are apps downloading on my iPhone as I download them on my iPad?o

As I am downloading apps onto my iPad, they are downloading onto my iPhone at the same time. I don't want this to happen because my phone does not have enough storage. Yes, I am signed into both devices with the same Apple ID. Do I need two separate ideas for each device?
